وظيفة حاکم المدينة Praefectus Urbi في روما (753ق.م._ 193م.)

الملخص:
تعتبر وظيفة حاکم المدينة من أهم الوظائف السياسية التي لم تسلط عليها الضوء في التاريخ الروماني، حيث يعد نائباً للملک في غيابه، بل وکانت أهم منصب في نشأة الجمهورية الرومانية قبل استکمال الوظائف السياسية، ولجأ الأباطرة الرومان إلى هذه الوظيفة من أجل إدارة شئون روما، ومحاولة حل مشکلاتها المتعددة.
ويطرح هذا البحث عدة تساؤلات حول هذا المنصب، وتنحصر هذه التساؤلات في العناصر التالية:
 أولاً: ما سبب ظهور منصب حاکم المدينة، واستمراريته منذ العصر الملکي حتى العصر الامبراطوري؟
 ثانياً: ما هي شروط تولية المنصب في العصر الملکي والجمهوري والامبراطوري ؟
 ثالثاً: أي الطبقات الاجتماعية لها الحق في تولي هذا المنصب؟
 رابعاً: ما هي صلاحيات المنصب؟
 خامساً: ما دور حاکم المدينة في العصر الملکي والجمهوري والامبراطوري؟.
وللإجابة على التساؤلات السابقة تم تقسيم البحث إلى ثلاث نقاط وخاتمة لنتائج البحث.
أولاً: حاکم المدينة في العصر الملکي.
ثانياً: حاکم المدينة في العصر الجمهوري.
ثالثاً: حاکم المدينة في العصر الامبراطوري.

Abstract:
The function of governor of the city is one of the most important political functions not highlighted in Roman history, where he is the deputy king in his absence, and was even the most important position in the establishment of the Roman Republic before completing political functions, and the Roman emperors resorted to this function in order to manage the affairs of Rome, and try to solve its many problems.
This research raises several questions about this position, and these questions are limited to the following elements:
 First, why did the position of governor of the city emerge and continue from the royal to the imperial era?
 Second: What are the conditions for holding office in the royal, republican and imperial era?
 Third: Which social classes have the right to hold this position?
 Fourth: What are the powers of office?
 Fifth: What is the role of the ruler of the city in the royal, republican and imperial era?
To answer previous questions, the search was divided into three points and a conclusion to the search results.
First: the ruler of the city in the royal era.
Second, the governor of the city in the Republican era.
Third: the ruler of the city in the imperial era.
